Well, the shiny things in her hair were supposed to give a star-like effect, considering Arwen's name. I'll work on them while making the watercolour version. Btw, the watercolour one is supposed to have this cold palette, that - as you've observed here - is to contrast the Eowyn one I'm happy you've noticed this. Glad you like the background, I was highly dissatisfied with it when I was doing it, but I hope it'll turn out fine. Thanks for checking it and leaving such a thoughtful comment!
This is so beautiful! I love the flowing, rippling effect of her hair, and the sparkling jewels (or are they just sparkles?). She looks as though shes lifting her face to feel the night breeze. I think the image works really well as blue on black, it gives it a kind of mysterious atmosphere. Its as if this image is the opposite of the Eowyn one, just as the two characters have contrasting kinds of beauty. And the background is really lovely, it looks art nouveau-ish to me, a style which I think always goes well with elves and characters from LOTR. I look forward to seeing the watercolour version!
