I am curious what is meant by the runes across the bottom? I have tried to translate them based on several futharks and am unable to do so with my limited knowledge.

As far as I can see it is plain english and the 16 letter futhork, saying:
"the breath of winter quiet"

Alright, I'm another person wondering at the meaning of those runes. Reading them simply as the Elder Futhark, they're coming out as gibberish. I'm not making heads of tails of them!

Very nice! I'm trying to get into the greeting card thing myself. I really enjoy this one. The monotone colors work really well, especially for the theme. Are those Seax-Wicca runes? I was trying to read it, but it wasn't coming out to much in English. Is it in another language or another set of runes?
